Flanagan considers adding another full-time lawyer to legal team

Mayor-elect Will Flanagan is contemplating adding another full-time lawyer to his condensed legal department based upon the amount of outstanding litigation facing the city, he said.
Flanagan also settled salary terms with his designated corporation counsel, agreeing to pay Steven Torres $115,000 in a full-time capacity.
The current department head, Arthur Frank Jr., was contracted to receive $85,000 as part-time counsel before Frank and other city lawyers accepted 8 percent wage cuts this year to help balance the budget.
Flanagan said Torres would receive less than the combined $78,000 and $71,000 the part-time corporation counsel and assistant counsel would make with those pay cuts this year.
He has also agreed to retain part-time Assistant Corporation Counsel Gary Howayeck, meaning the law department would have up to three lawyers with two of them full-time if Flanagan decides to follow through with the plan he stated.
