Fall River City Council moves nearly $400K to pay police overtime

With little discussion, the City Council transferred nearly $400,000 this week, the bulk of it to pay police overtime costs.
Transfers were also needed to pay accrued time for retired City Clerk Carol Valcourt ($18,100), and for the resignations of former Corporation Counsel Arthur Frank and former Assistant Corporation Counsel John F. Coughlin ($31,800 combined.)
The transfer of surplus funds came in the city clerk’s account because $20,000 budgeted for updating the municipal code republication was not needed this year based upon work done last year, reads the report by City Administrator Adam Chapdelaine.
The Law Department transfer came from the mayor’s office due to reduced staff from the fiscal 2010 budget, he said.
The sole question the city councilors asked about the transfers pertained to a $67,000 shortage reported a month ago in a budgetary update. Vice President Linda Pereira asked why only a $31,800 transfer was sought — less than half that [...]
